
E. Joy Little, CPA, CFE
Joy, a member in the firm of Smith-Little, LLC, has over 28 years of regulatory and consulting insurance experience. Joy was Chief Examiner for the State of North Carolina for 6 years with over 15 years total experience there. In 1995, she was appointed Chief Financial and Market Conduct Examiner for the State of Texas, where she served for 5 years.
During her regulatory career, Joy was a member of many NAIC working groups, task forces and committees. Notably, Joy led the NAIC through the development and implementation of the NAIC’s last major revision of the Financial Condition Examiners Handbook and participated in the drafting of the standards for the NAIC’s Accreditation program. Joy was a member of the NAIC’s Lloyd’s Review Team in 1998 and 1999, the first ever reviews by U.S. regulators of Lloyds of London. Joy Chaired the NAIC Audit Software Working Group from 1995-2000 and was instrumental in the adoption of TeamMate as the electronic workpaper standard.
In 2000, Joy joined the Kansas City firm of Huff, Thomas & Company. Her responsibilities as Vice President included providing consulting and examination services to state insurance departments, providing expert witness testimony, litigation support, as well as marketing and client relations. While with HuffThomas, Joy and another consultant co-consulted with the NAIC in developing the Financial Analysis Handbook for Health Entities. Joy is a licensed Certified Public Accountant and Certified Financial Examiner (CFE). She is a member of the Society for Financial Examiners (SOFE) and served as its president for one year.
